The Giant Walrus is a mysterious dream character in the stop-motion TV series, Pingu, specifically appearing in the episode "Pingu's Dream", as well as its book adaptation.
His laughter was presumably provided by the late Carlo Bonomi, who is best known as the original voice actor of most Pingu characters.
Originally, the walrus was mischievous and playful as he was messing with the titular Pingu (who was very scared of him) by laughing at him, using him as a play thing and eating his mattress. The English Korean dub and the book adaptation of the episode, however, have later portrayed him as darker and much more antagonistic than he was in the original episode, since he was willing to eat Pingu instead of just wanting to play with him. The book adaptation even refers to him as "the monster", likely because of his desires to eat Pingu.
In addition, the walrus had no dialogue in the original episode other than laughing while the English Korean dub and book adaptation have both given him much more dialogue.
