Villains whose worst crimes fail to go beyond the baseline heinous standards of the work that they're in. An example would be serial killers from criminal cases, a franchise full of terrorists, warlords, genocidal maniacs, and dictators.

If the in-story heinous standard is only bog-standard crimes, all but one of the villains in that story automatically qualify.

Note: Villains who do pass the in-story standard do not apply here (e.g. Professor Marmalade, Jimmy Crystal, and Ernesto de la Cruz). THIS CATEGORY IS ONLY FOR VILLANS WHO FAIL THE HEINOUS STANDARD OF THEIR WORK.
