Near Pure Evil

Near Pure Evil are those Villains that come close to being Pure Evil, with only minor preventions preventing them from being so.

Note: Just because these villains aren't Pure Evil, who are downright horrible people, it does NOT mean they aren't as dangerous. And despite the fact that Near Pure Evil may have some redeeming qualities, this doesn't automatically redeem them as good, as doing evil for Near Pure Evils is as natural as breathing with doing good being unnatural for them.
