Antagonists who are considered humorous. These include antagonists who are funny to the audience but are still taken seriously in-universe, and antagonists who have a prevention where they are not always taken seriously due to their inherent comical traits, though some can still be taken seriously to the point of being pure evil. They are the opposites of Seriously Goods.
Esdeath, Ursula, Professor Ratigan, Montgomery de la Cruz, Cletus Kasady, Yoshikage Kira, Kai Anderson, Lord Shen, Spamton G. Spamton, Vaas Montenegro, Dwayne LaFontant, Robbie Rotten, Edgar Balthazar, Dennis, and Burger-Beard are prime examples of Laughably Evil villains.
NOTE: A villain having one, two, or overall small amount of minor comedic moments is not sufficient to make them Laughably Evil (e.g. Emperor Belos, Fire Lord Ozai, Lich, Goku Black, Lotso, Dropkick, Ink Demon, Moff Gideon, Future Androids 17 and 18, Lyutsifer Safin, Hopper, Koba, Monika, Thanos, Ernesto de la Cruz, and Dag). A Laughably Evil villain has to have their comedic moments more prominent, memorable, and in greater abundance.
NOTE: This category differs from Comic Relief because they are mostly funny which is meant to be lightening the mood of the story that is serious in nature while Laughably Evil is a more broad term that can refer to any villain who comes across as funny.
