Hypocrites

Villains who hold others to certain standards and will punish others for violating those standards, but they don't hold themselves up to those same standards. Delusional villains who are Pure Evil automatically count as hypocrites as they are using their delusions to hurt others instead of holding themselves to a code of honour or genuinely having good intentions.
