Dimwits

These are villains or antagonists whose bad social skills and behaviours are so apparent and recurring, they are often seen and can be perceived as stupid or idiotic by other people in universe (or even viewers alike) even if they're not completely dumb (and are mistaken for being as such).

If they're not overly incompetent and their stupidity doesn't interfere with their evilness, they can be Pure Evil.
